Today, on August 21, in the course of the International Airspace Salon (MAKS-2007) in the city of Zhukovsky, the Bank for Development and Foreign Economic Affairs (Vnesheconombank) and the Federal Space Agency (Roscosmos) signed and Agreement on Cooperation.
The Agreement was signed by Vnesheconombank Chairman Vladimir Dmitriev and Roscosmos Head Anatoly Perminov.
The Agreement aims to establish strategic partnership and promote long-term cooperation.
The Agreement provides for working together and coordinating efforts aimed at preparing schemes for financing projects carried out with the Federal Space Agency’s participation.
Under the Agreement the Bank will assist the Agency in working out schemes to finance projects and will make their preliminary expert examination as well as provide consulting services and participate in working meetings, business trips and other international events associated with carrying out joint projects.
The Agreement provides for working together and coordinating efforts aimed at implementing the federal target program of supporting the development and use of the global navigation system GLONASS, Russia’s Federal Space Program for 2006-2015, investment projects carried out within these programs, getting obligations fulfilled in international cooperation in space as well as in innovation projects carried out within private-public partnership.
The State Corporation “The Bank for Development and Foreign Economic Affairs (Vnesheconombank)”is one of the key instruments of the government investment policy. The Bank’s activity is aimed at removing infrastructure growth restrictions, upgrading and developing non-raw materials economy, high-tech industries, encouraging innovations, exports of high-technology products, carrying out projects in the special economic zones, as well as ecological projects, supporting small and medium-sized business.
The Federal Space Agency (Roscosmos) is an authorized federal executive agency responsible for enforcing the government policy, regulatory and legal regulations, providing state services and managing state assets in space activities, international cooperation upon carrying out joint space projects and programs. It is also responsible for getting space and missile companies to manufacture missile and space military equipment, combat missile equipment and for coordinating work performed at the Baikonur Space Center.

The third meeting of the Interbank Consortium Council within the Shanghai Cooperation Organization was held in Bishkek on August 15, 2007. In attendance were heads of the Kazakhstan Development Bank, the China State Development Bank, the Settlement and Savings Company (the Kyrgyz Republic), the State Corporation “The Bank for Development and Foreign Economic Affairs (Vnesheconombank)” (the Russian Federation), the Tajikistan National Bank and the Uzbekistan National Bank for Foreign Economic Affairs.
SCO Secretary General B.K. Nurgaliev participated in the Council’s meeting.
The participants in the meeting were presented with the welcoming address on behalf of Kyrgyz President K.S. Bakiev.
The meeting was chaired by Interbank Consortium Council Chairman, Vnesheconombank Chairman Vladimir Dmitriev. In his introductory address he stressed that partners’ joint efforts gave the Interbank Consortium’s activity a major boost for a relatively short period of time – less than two years. “The Interbank Consortium is becoming an authoritative player in the SCO economic zone, it is instrumental in establishing business and human relations between leading SCO financial institutions,” said Vladimir Dmitriev.
The participants practically discussed issues of the Council’s day-to-day and future activity, above all, multilateral projects of great importance to SCO countries’ economies in such sectors as power engineering, transport infrastructure and advanced technologies.
They also signed “Regulations governing SCO Interbank Consortium member banks’ joint efforts in selecting, examining and implementing investment projects. This document is a significant step in developing appropriate instruments the Interbank Consortium needs to get down to joint practical work.
Interbank Consortium member banks expressed their readiness to use other forms of interbank cooperation too.
Kazakhstan Development Bank Board Director A.B. Sembin was elected next Chairman of the Interbank Consortium Council for 2007-2008.
